Give a time bank players can activate when they want to think longer about a tough decision, or make each successive timeout shorter.

Something like:

1st timeout: 15s
Subsequent consecutive timeouts: 3s
After a player plays x hands in a row without timing out, this counter resets, and their time bank is 15s again.
