Flagging: an agreement to not attack those above you unless they attack you, causing significant harm. A quick reconnection, or a path to another enemy, is not significant harm.

Flagging promises you will not harm them, and that you will emphasize attacking non-flagged players rather than fellow flagged players.

The person in 1st has no responsibility to protect the people who have flagged. If they wish, they may abstain from combat, or they may act to enforce that the flagging order survives. That's the choice of the person in first.

If the people who have flagged decide that First is an a**hole, they may feel free to attack first. They should be aware that this may result in first beating them all, and reviews complaining of their disrespect of flags.
